Hampshire New is a city within the borders of York New. It currently maintains a population 0 permanent residents. However, the city is known for its massive influx of tourism due to the uniqueness and mysteriousness of the city.
History
1991
The construction of the city was started, whilst it is stated to have haulted due to public outcry, this is not true. The construction of the city was ~48% finished in November 8th 1991, when an unnamed construction worker threw a brick at a piece of sand near the centre of the city. This unconvered the Hampshire New Core, however it was encased in a protective shielding. This unnamed construction worker then removed the protective shielding, an intense light of indescribable colours came off the core, then an explosion of monochromatic colours came from the core, covering a 5km radius around the core. The York New government then proceeded to cover up the entire area, traumatising anybody that dared enter anywhere near the build zone.
1993
The covering up of the current build site was incredibly expensive to the York New government, they wanted to solve this case. 2021
The York New government decides to embrace the monochromatic scheme of Hampshire New, and starts to rebegin the construction of the city. Later in the year, in November 6th 2021 the city was opened up to tourism.
Life in Hampshire New
While there are no permanent residents in the city, many people decide to take shelter in the homes, forming their own communities. The York New government allows this, because of the incredibly high taxes within the city. Whilst the monochromatic colour scheme, along with the endless night in the city may seem weird at first, most individuals end up getting used to it very quickly.
Uniqueness and Mysteriousness
The city is very clearly considered abnormal, however it still is able to thrive with its own economy and alot of peace. The city originally suffered from a massive crime rate, with criminals coming in from York New however many of these criminals now live peacefully due to the vigilantes in the city. The city is most known for the lack of colour within the entire city (even people), and its lack of daylight. Anything that would normally be coloured is not due to the Hampshire New Core.

Rat-Man
Rat-Man is an incredibly rich ex York Newian that had his parents murdered in York New. He dresses up in a rat suit during the night time (so all the time). He is most known for his fights with The Clown. He has many weapons such as Ratarangs, and the Rat-Mobile. If you ever see the Rat Signal in the sky, watch out, Rat-Man is coming.
The Clown
Whilst The Clown started out as a supercriminal in the city, his fight with Rat-Man changed him, so he turned good. The Clown uses massive mallets to whack criminals and knock them away. During his times as a supercriminal he killed over 300 people, however all these crimes have been forgiven.
Hurry-Man
Whilst Hurry-Man originally wanted to call himself ██████ he couldn't because of legal reasons. Hurry-Man possess's an incredibly running speed, as he is able to run 100m in 12s, still worse then the world record but its pretty good. To take down supercriminals he runs at them, with full speed, and he keeps doing it until one of them passes out. Hurry-Man is currently in the hospital for head injuries.
